Some teachers in Arua district are on the spot for being on and off during school hours. Recently the district leadership during a baraza organized by CEFORD on service delivery and accountability were informed that, some schools are not performing well which was attributed to absenteeism by some teachers.
According to the district chairperson Alfred Okuonzi, records from the signing in and out teller machine for teachers indicates that 9 teachers have been affected by this which calls for an immediate action by the leaders and if found guilty they will have to account.
The teachers in Arua are the best in clocking in but there are 9 teachers whom the system still shows that are inconsistent and stubborn,” he said.

On his part, Swaib Toko, the Resident District Commissioner says sometimes when interventions are made against such teachers some claim being targeted on tribal basis which he says is not there in government service.
“Sometimes when you ask these teachers why they are acting so; you find someone saying I am being targeted because I am a Teregian. We are not here to do tribalism. Now, when you bring tribalism talks it makes me believe that you are not here to do the right thing. When call you because of the mistake you have made, you start mentioning your tribe. How many Teregians do we have as teachers in the district? Why only you?”
“And sometimes instead of being polite they start shouting, “I am looking for fees, I have children to pay, this money is not enough.” Then if the money is not enough, leave teaching and go,” Toko said harshly.
Meanwhile, John Walega Bangibasa, the Deputy CAO of the district promises intervention and follow-up given the recommendations of the technical staff to address the matter.
“I am now going to begin moving Sub-county by Sub-county and the people I want to handle seriously are the Parish chiefs because they are supposed to do supervision of the activities in the parishes. We shall look at these teachers, those who come once in a while since we already have the records,” Walega said.
He added that the district has a standing committee with powers to look in to such cases. “As a district we now have the rewards and sanctions committees and we shall handle these teachers. They will have to appear before the rewards and sanctions committee and if their issues need forwarding, we shall forward them to the district service commission for disciplinary action. At least on the part of technical staff, we want improvement and we have agreed on that which we are going to pursue,” he promised.
The Uganda Public Service Standing Orders 2021 provides a framework for addressing non-performance by public officers, including teachers.
These regulations outline disciplinary actions that can be taken, including reprimands, interdiction, suspension, and even dismissal. The National Teacher Policy also addresses non-performing teachers, emphasizing the need for appropriate actions.
