Despite a recent agreement between the Uganda Humanity Teachers Union and the government, the enrollment of Arts teachers in some schools in Arua City remains low.
The union had called off their industrial action after the government committed to increasing their salaries by 500 billion Ugandan shillings in the 2026-2027 financial year.
However, the situation on the ground indicates that some schools are still grappling with the aftermath of the industrial action.
Rashid Anguzu, the head teacher of Arua Secondary School, notes that, while some Arts teachers have reported to work, the majority have not.
“There are some who have come of course if you are within Arua, you would have known what is happening, but of course it was something for all the arts teachers and therefore all of them had to behave them same” said Rashid.
Similarly, Taziano Alionzi, the head teacher of Micu Secondary School, states that the situation at his school is unchanged, with teachers awaiting confirmation of the agreement.
“The situation is not different from the previous one, the teachers are still waiting to confirm stating that, they haven’t seen any increments for themselves” noted Taziano.
One Arts teacher expressed skepticism about the government's intentions, viewing the proposed salary increase as a mere attempt to placate the teachers.
”It should have started much even earlier, to me I take it a way of just convincing arts teachers to come back and I am not very sure if it will work even, that’s why for us we are not moved by that and we are not sure until when it becomes operational, that’s when we shall believe in it” he said.
It is compounded that, the Ministry of Public Service's salary structure for the 2025/2026 financial year, published on June 30, 2025, does not include a salary plan for Arts teachers.
