The National Resistance Movement (NRM) party structure elections for Arua city has been postponed for the second time after chaos erupted at Ayivu Division headquarters at Onduparaka during the NRM party structure elections scheduled for today August 01, 2025.
The chaos was sparked by the division’s demand to send 210 delegates to form the NRM city structure for Arua city as opposed to the 30 delegates allocated to Ayivu division and Arua Central Division.
The initial election, scheduled for Ayivu division and Arua city, was postponed to next week for the second time by the NRM Secretariat due to disagreements over delegate’s representation to Arua city.
SR Hon Bakoko Bakoru Zoe, the former minister of gender labor and social development argued that Ayivu division, formed from seven sub-counties, should not have proportionate representation in the Arua city NRM structure, which she based on the size and population of Ayivu division compared to Arua central division.
“Ayivu division is large and has big population and for seven former sub-counties to be merged to form one division is unfair and everyone can see that and it doesn’t need rocket science, in actual sense Ayivu seriously needs more divisions to address service delivery gaps in Ayivu division,” she said.
His Worship Malone Avutia, the mayor of Ayivu, conveyed the community’s stance to Dr. Tanga Odoi, the NRM Electoral Commission Chairman, demanding that 210 delegates from Ayivu’s large population directly participate in forming the NRM structure for Arua city.
“Now it is either the 210 delegates from the former seven sub-counties then the 60 from the former two divisions of then Arua municipality now Arua central division vote to form vote to form the Arua city NRM party structure elections or we are not going to hurry with these elections, we are not, we are not doctor” he speaks with Dr Tanga Odoi on phone.
The division’s residents threatened to boycott future elections if their demands were not met, emphasizing that their size and population warranted greater representation.
Youth from Ayivu played a significant role in the unrest, expressing their readiness to support opposition candidate Robert Kyagulanyi Ssentamu (Bobi Wine) should their grievances go unaddressed.
“We are not going to support NRM this time, we are going to support opposing candidate that is National Unity Platform candidate Robert Kyagulanyi Ssentamu Bobi Wine because we the people of Ayivu have been marginalized left, right and center” Youths raise the anger.
They blamed the entire leadership of Resident City Commissioners, the Member of Parliament for Arua Central, the NRM director of finance and administration, and the party supervisor for Arua city and district for the ongoing confusion and political instability in Arua city.
The turmoil underscores deep dissatisfaction among Ayivu residents regarding political representation and party structures amid population growth and administrative reforms.
