The Minister of Local Government, Balaam Barugahara, has issued guidelines ahead of the Local Council One (LC I) elections scheduled for 28th July 2026.
According to the minister, civil servants are prohibited from contesting for LC 1 positions in order to maintain neutrality and professionalism in local government leadership.
Barugahara made the remarks while addressing journalists during the official burial ceremony of the late General Moses Ali, the former Member of Parliament for Adjumani West County, who died of heart complications on 18th July 2026 at Nakasero Hospital.
“The ministry wishes to remind all public officers , electoral commission officials , district administration officers, returning officers, the local government leaders and the general public that the public officer are required to maintain political neutrality and in discharge of their duty and are prohibited from engaging in partisan political activities,” the minister emphasized.
He further revealed that the Ministry of Local Government has requested President Yoweri Museveni to declare Tuesday, 28th July, a public holiday to enable Ugandans to participate in the LC I elections.
“The ministry has also put in a request to his excellency the president of the republic of Uganda to consider Tuesday public holiday to enable us go for the election of the smallest political unit in Uganda who constitute a lot and who are promoting quite much serving much of the community, ”Balaam noted
Meanwhile, the Vice President of Uganda, Retired Major General Jessica Alupo, has urged Ugandans to turn up in large numbers to elect their Local Council One leaders.
Ugandans will vote for their LC 1 leaders on 28th July using the lining-up method, where voters stand behind their preferred candidates.
The election results are expected to be announced on the same day.
