Arua district Engineer living in fear after alleged threats from Deputy RDC.

A growing conflict has been registered between the Deputy Resident District Commissioner of Arua and the District Engineer over the accountability for 1 billion shillings road rehabilitation funds advanced by government.
During the 2024 / 25 financial year, Ministry of Local Government through the Finance Ministry allocated funds to all districts under the road rehabilitation funds to maintain district roads of which Arua district was part. However the District Engineer Herbert Oleo claimed that he has been threatened by Denis Jawoko the Deputy Resident District Commissioner for alleged mismanagement of the funds.
According to Olea, all the funds were transparently allocated by the roads committee and were used for the intended purpose. “the BOQ was very clear indicating that this bull dozer‘s capacity consumes 480litres per hour, I estimated only 300litresfor the bull dozer per day, so deputy RDC says this is a lot of investment and I over estimated this, as of now I have files in police where he wants me arrested and he went to ministry of works, to anti-corruption unit, and went to IGG, he wouldn’t have done that, he even failed the protocol.” Olea explained.
Alfred Okuonzi the Arua District chairman condemned the allegations of threats and intimidations against the District Engineer orchestrated by the Deputy RDC. “We do not have the mandate to deal directly with you Engineer, even RDC has no mandate to deal with you,”
Meanwhile Denis jawoko the deputy resident district commissioner slums the allegations of intimidation but instead blames the district engineer of shoddy works and inflating figures in a fraudulent manner.
Jawoko who handed over the engineer to police noted that it’s his mandate to scrutinize every government project as per the law established for value for money.
“Arua city has been able to do about 92kms of roads at 330 million shillings compared to ours of 1km at 300millions shillings .does it make sense? I think all this, there is an element of fraud and corruption in this field but for me I think am doing my work and that’s what we call accountability”. Jawoko defended.
Arua district has been able to rehabilitate 39kms of roads across the 4sub counties of Vurra, Logiri, Ajia and Arivu at 1 billion as per the official records.
