The Deputy Resident District commissioner (RDC) Arua, Okwai Denis Jawoko, has emphasized for transparency in the ongoing National mass enrolment and renewal for national IDs in the district.
He was speaking during the official launch of the activity at the district on Wednesday May 28, 2025 where he said people who intent to involve in subversive behaviors, including intentions by non-citizens to get IDs will face the wrath of the law.
“The situation is unique because the constitution allows for dual citizenship but then the processes are there. We have people who descended from here but they live in Congo and the law allows them to have the National IDs, which is common around areas like Logiri. What we are saying is that, we shall first consider those who have the national IDs. We are also on alert; our surveillance is very high to ensure that we don’t register people who ae non-citizens. That is where our focus lies most. We have deployed a number of operatives to make sure we verify those who are coming to apply for these renewals and also registration for new national IDs,” Jawoko said.

The National Identification and Registration Authority (NIRA) has launched a nationwide mass enrollment and renewal exercise for National ID cards, starting May 27, 2025.
The deputy RDC further expresses concerns over the timing of the activity appealing for lenience from the NIRA officials in circumstances that may require them to respond to the needs of those seeking their help.
“It is the planting season and most of our people are farers and will be in the gardens when the NIRA guys are working. What we are only requesting is that they need to exorcise some level of patience because they will be waiting for people who are still planting, weeding and doing other things yet the official government hours start from 8Am and stop at 5PM. We request that in situation that the turn up tries to increase towards 5PM, the NIRA officials should try to exercise some level patience to finish up with people who turn up. We are optimistic that the exercise will go on smoothly and peacefully, he added.
Meanwhile Hon. Lilian Paparu, the Woman Member of Parliament for Arua district on her part warns against favoritism and corruption during the exercise.
“The aspect of this is my person will come. But for me, let us look at the already distinguished persons, the elderly the Persons With disabilities, the elderly, the breastfeeding. We have relatives and some of the enrollment officers may have the whole village or clan seeking for favors so if they ae going to serve the people they know first, then that is going to be an issue. You may put your life at a risk in this opportunity you have got.”

Aru district received 4 sets of equipment per Sub County to facilitate the implementation of the enrollment and renewal of IDs for people able to go to any of the established stations across the district.
