Arua district production department and parish development module PDM focal point office has refuted claims of bribery against the parish Sacco Leaders by a section of community members that led to a recent arrest of some PDM parish officials in the district.
Recently a section of PDM parish SACCO chairpersons in the district were arrest and put behind the bars over alleged bribery in the event of distributing PDM funds to the beneficiaries causing fears among the parish chiefs and PDM chairpersons who threatened to resign from their positions.
Among the arrested officials in the PDM SACCO chairpersons of Nyirivu, Ajia and others.
Speaking during a stakeholders’ engagement on the status quo of PDM fund distribution in Arua district, Dr. Willy Nguma, the PDM focal person confirmed allegations of extortion
“We have go information from the communities some of whom still claim that the SACCO leaders are picking handouts from them, there no handouts been given, its only that many of our communities decide to appreciate and then go behind and say they picked money and yet these are not actually bribes,” Dr. Nguma revealed.
Since the inception of the Parish development module in 2022, Arua district has disbursed 307 million shillings in each of the 31 parishes across the district.
Hon. Cosmas Ayikobua the Arua district chairman for production marketing and natural resource committee besought the PDM official to exercise integrity amid these challenges.
“What we do under PDM is a direct investment in the future of our communities, we are under close watch this is a moment of testing, let us maintain our integrity follow due procedures and stick to the core values of accountability and transparency even when the temptation for money is real,” Ayikobua counseled.
Meanwhile, Alfred Okuonzi, the district chairperson Arua, heartened the PDM officials not to lay down their tools but rather accept criticism.
“There’s no institution, no family, no community, no village, no parish, no home without any problem, everything on this universe has its own problem even when you have done your best, you are bound to face criticisms, you have done your part don’t lay down your tools,” Hon. Okuonzi beseeched.
Arua district’s PDM fund distribution for the last quarter of the 2024/2025 financial year stands at 93% as of June 25 2025.
