The Councilors in Arua Central division have asked Arua city authority to borrow funds from an alternative source, so as to offset pending council arrears.
The councilors on Monday evening moved to Arua city council Hall demanding explanation from Arua City town clerk David Kyasanku on why their emoluments have delayed for close to five months and the reasons for the crippled service delivery.
Rasul Osuga the speaker Arua Central is among the disgruntled councilors.
“If there’re no monies for us to give services to our people, why do we have people sitting in these offices putting on white suits, putting on dark suits for what?” Osuga stated.
As per the financial records dated 26th May, 2025 from the Central Division Chief Finance Officer, during the 2024/25 Financial Year, the division collected 4.8billion shillings.
Whereas the councilors are demanding 874.9 million shillings un cleared arrears of water and Electricity bills in Arua Main Market, fuel and other services providers that are demanding the division council.
Whereas Muzaidi Khemis the Mayor Arua central division wonders how Technocrats in the central division continue to receive salaries yet moneys for councilors and service delivery were not paid.
“We are five months without the councilors been paid, the technical officers been paid. We came up with local solutions that we must move around and look for some local borrowing that can help us,” Muzaidi explained.
However, David Kyasanku the Arua City Town Clerk explained all the efforts to ensure a supplementary approval never yielded as ministry pledged to send money next financial year. “It is becoming a bit hard, because we are only remaining with June to close the financial year, and month will come but what do we do now is the issue.” Kyasanku revealed.
On realizing heated exchange, Arua city leaders including the Member of Parliament central division asked journalists to take leave stating that some of the issues were sensitive and not for public consumption. Even when they pledged to address a press conference as soon as their meeting is done this never happened.
It should be noted that on 17th April 2025, Arua city received 10,149,423,000 for the fourth quarter of the ending financial year 2024/2025 which prioritized payment of salaries and wages, pensions and gratuity while the remaining portion of 2 billion is for service delivery.
