The Ministry of Finance, Planning and Economic Development has redeployed Accounting Officers across several districts, cities and municipal councils ahead of the 2026/2027 Financial Year in a move aimed at strengthening financial management and service delivery.
The changes were communicated to the Bank of Uganda by the Permanent Secretary and Secretary to the Treasury, Ramathan Ggoobi, in a letter dated August 6, 2026, addressed to the Director of Banking at the central bank.
Ggoobi asked the Bank of Uganda to implement the changes contained in an annex attached to the letter.
“There has been a redeployment of Local Government Accounting Officers as per Annex 1 attached. This is therefore to notify you of the above changes effected for FY 2026/27,” Ggoobi wrote.
The communication followed requests from the Ministry of Local Government through letters dated August 4 and August 5, 2026, seeking the appointment of Accounting Officers and clarification on earlier appointments.
Copies of Ggoobi’s letter were sent to the Auditor General, the Permanent Secretary of the Ministry of Local Government and the Acting Accountant General.
According to the attached schedule, the changes affect dozens of local governments across the country, with several of the officers taking up the new positions having previously served as Deputy Chief Administrative Officers.
In the cities, Jinja City will have Nathan Kitakule, previously Deputy Town Clerk, as Acting City Town Clerk and Accounting Officer.
Masaka City will have Authman Ssebadduka, previously Municipal Town Clerk, in the same capacity, while Mbarara City will be headed by Robert Nuwamanya, also previously Municipal Town Clerk, as Acting City Town Clerk and Accounting Officer.
In Arua City, Vincent Okurut, previously City Town Clerk, will serve as Accounting Officer.
Several local governments will also see Deputy Chief Administrative Officers take up Accounting Officer roles.
They include Robinah Tumwebaze in Mitooma District, Juliet Ayo in Busia Municipal Council, Daniel Lochoro in Kotido Municipal Council and Jane Akiror in Mubende Municipal Council.
Other officers listed in the redeployment include Donath Eswilu for Gomba District, John Bosco Akera for Kakumiro District, Zirimenya Nsubuga for Mityana District and Paul Martin Yiga for Kagadi District.
In the eastern and northern regions, Mathias Isabirye has been listed for Namisindwa District, Geofrey Mawa for Agago District, Kalifan Senkindu for Mbale District and Alex Otim for Terego District.
Tinka Betty Kemigisa will take over as Accounting Officer for Mbarara District, while Sarah Narem has been listed for Moroto District.
Accounting Officers are the chief financial and administrative custodians of local governments. They oversee budgeting and expenditure, ensure accountability for public funds and coordinate the implementation of government programmes at district, city and municipal levels.
The Ministry said the changes were being made ahead of the new financial year, following requests from the Ministry of Local Government for new appointments and clarification of earlier decisions.
“Reference is made to the letter… requesting this Ministry to appoint Accounting Officers for various Local Governments for the FY 2026/27… providing clarity on earlier appointments and proposing additional changes to the appointments of Accounting Officers,” the Finance Ministry said.
