Local council 1 and 2’s plus sub county councilors in Arua district stormed the district headquarters threatening to lay down their tools over their unpaid ex-gratia in the financial year 2024/2025.
The aggrieved LCs and councilors across the four sub counties of Ajia, Arivu, Logiri and Vurra ganged up with their stamps demanding explanation from the district leaders over what they termed as corruption after the last two engagements with leaders on the matter yielded no fruit.
This prompted the new Arua district chief Administrative officer to convene a sitting with them to listen to their plea.
Hon. Jacob Anguajibi the local council 3 chairman of Ajia Sub County disappointedly revealed that, “This local leaders continue to frequent our L.C III offices in the various sub counties for us to give them the money we ran short of answers, our leaders even said it is us the LC III chairpersons who have now mismanaged the money, the issue of this money is not a joke,” Anguajibi roared.
Reports from the office of the Arua district chief finance officer indicates that the district in the financial years 2023/2024, 2024/2025 respectively received insufficient indicative planning figures from the ministry prompting the then chief Administrative officer on March 3, this year to write to the ministry requesting for a supplementary budget for ex-gratia which copied was received at the ministry on March 17, 2025.
Emmanuel Wamburu the new Arua district chief Administrative officer in response supposed that, “Your issue is very clear a number of letters have been communicated to the center am now tasking the CFO generate a comprehensive letter to the ministry, we are going to move with your representatives to go and listen to the PS and if possible the minister, that person will come back and give you the feedback,” Emmanuel alluded.

This response however attracted objections from majority who started handing over their stamps with resentment though Wednesday August 6 2025 is proposed as deadline for drafting the letter.

But Draletia Marlon, the chairman of Arivu sub county L.Cs forum assured that, “We have conquered awaiting for the information or result, if the result is not positive we shall be here on August 10th.
Currently an LC1 and 2 in Uganda earns 10,000 shillings per month and is paid once a year.
