Kajo Keji County authorities in Central Equatoria State, South Sudan, on July 14, 2025, evicted and handed over two Balaalo groups—along with 228 cattle—to Ugandan security operatives, citing the ongoing havoc these groups have caused in the region.
While handing over the groups at Gwere Parish, Leforia Sub County in Moyo District (at Gwere UPDF Detach Barracks), Godfrey Data Rembe, the Security Coordinator of Kajo Keji County, said the operations of the Balaalo cattle herders had triggered widespread insecurity, with communities reporting rampant destruction of crops.
“It’s good that we have officially come to hand them back to you. However, where they have been staying, there were a lot of challenges. I’m sure some are still in the bushes—our forces are still hunting them—and soon, we’ll get them all and hand them over,” Data said.
Hon. Wani Jackson Mule, the County Commissioner, revealed that there are five groups in total—two of which have been apprehended. He noted that the operations of the herders have even led to the loss of life.
“This isn’t just about destruction—it has involved the loss of life. In January 2023, we lost 27 people. Ours are well-armed, and when escorting them, we need adequate force,” the Commissioner emphasized.
Samson Lokajo Wani, a landowner in Koiba Village, Bamaru Boma, Kangapo II Payam, said the Balaalo herders failed to fulfill their four-year agreement.
“They neglected the years they paid and others I’ve forgotten due to complications. They are now neglecting me. Even for 2025, I didn’t demand anything. I tried to contain the situation and hold meetings with them because I know how to live peacefully with others, but now I see negligence,” he said.
Upon receiving the cattle groups, Julian Sekamwa, the Deputy RDC of Moyo, said the district would process them according to directives issued in the Executive Order.
He also appreciated the Kajo Keji County Commissioner and the security team for their support in executing the operation.
