The local leaders in Westnile sub Region have raised concern over the failure to see development among the locals after receiving the Parish Development Model (PDM) funds.
The leaders discussed why the PDM fund has not seen impact among the locals and some of the issues raised were lack of community sensitization and poor mindset of the people towards change among others.
Tabu Job a representative from Obongi explained some of the measures that need to be taken so as to see the impact of the parish development model among the communities and the districts at large.
“We seemingly do not see much in our districts simply because we need to do a lot on mindset change. The custodian of mindset change is community development department which is pillar number five, but our challenge is how well equipped are the parish chiefs? But the community development officer are also at the sub county level and they are people who actually uplift these community livelihood programs,” Tabu noted.
According to Dr.Paul Onzubo the district health officer Maracha, the parish development model should be divided into two.
He explained that, “may be it could have a twofold kind of arrangement, we can have grants that means we are giving money to the people who are the poorest of the poor without having it recovered. Then the second component of the PDM should now be for the ones for people who have, they have but they have less and want to do business and make more money.”
However Mambo Ashraf the District Chairperson Koboko says there is need to change the name of the parish development model so as to suit its purpose.
“The money has gone and we have done our part yes, how are we making this shs one million transform the lives of our society? If we are to be asked that name parish development model shouldn’t be there because it is parish development model when you are developing the parish, how is it you find there are parishes that don’t have health facilities do you still say you are developing or you are only looking at the component of production that you want to enhance because our country’s economy is based on agriculture, then we must change the name or the project”.
The parish development model that was launched in February 2022 as a last mile strategy for service delivery by the Government of Uganda is aimed at improving the incomes and welfare of all Ugandans at local level.
