Nearly 5,000 registered voters did not turn up for the residual election of the directly elected councillor for Panyimur Town Council in Pakwach District. Out of 6,782 registered voters, only 1,788 ballots were cast.
Of these, 10 were invalid, leaving 1,778 valid votes counted, meaning the overwhelming majority of the electorate stayed away from the polls.
District Returning Officer Sarah Nabukeera declared Robert Okumu, also known as Arule, the winner after he secured 1,234 votes and won in 15 of the 16 polling stations. His opponent polled 544 votes.
The residual election followed the postponement of the January 22 poll by the Electoral Commission due to errors on ballot papers that mismatched candidates’ photographs.
Speaking after his victory, Arule attributed the low voter turnout to the repeated postponements, saying they discouraged many residents from participating. However, he thanked those who turned up, noting that their support gave him a decisive win across the town council.
