Arua city security team under the headship of the Resident City Commissioner has banned all political processions along the busy streets within the city’s central business division in an effort to address the delayed access to basic social services and increasing theft cases resulting from disorder caused by the political processions.
Ever since the commencement of the National Resistance Movement (NRM) party’s expression of interest and picking of nomination forms for the elective positions across the country on June 02 2025, Arua central business division has seen a number of processions along the streets bringing the business to standstill, and hampering access to social institutions like Christ the King catholic church, Arua regional referral hospital, Bank of Uganda among others.
Addressing the media in his office on Monday 7, 2025, Arua RCC Salim Kumakech declared that, “We are concerned that politicians have found a norm that their procession must take root on Nile avenue and Adumi road, concentrating around the busy market areas, going forward all processions of all sorts of manners that covers the entire Adumi road, Avenue road, Dduka road are prohibited and all the market places,” Kumakech affirmed.
The ongoing political processions by the NRM party members not only distresses social services but has also promotes immoral cases of pick pocketing by unsuspected goons within the city.
Arua city Deputy Resident Commissioner in charge of central division Swaddick Angupale however pinned the candidates against defying the end time for campaigns stipulated in the NRM electoral commission guideline.
“This issues of allowing procession to go beyond 7:00pm is unacceptable by 6.30pm you would have done with your campaigns why don’t you allow women and children to go back home, we know some of you want to get sympathy you want to behave in a way that action must be taken against you, we are not going to sympathize with you,” said Angupale.
According to the section 5 (1) of the public order management act 2013, a person shall give notice in writing to the authorized officer of the intention to hold a public meeting, at least three days before the proposed date of the public meeting.

Arua central division police commander Senior Superintendent of police Emmanuel Bwambale promises that,
“People who are not part of the processions have been victims to some of these processions they are losing their valuable, as security team we have to protect them, we cannot just sit down and look on, we are going to enforce the law as it is,” SSP. Bwambale revealed.
The alternative route charts permitted for political processions in the central business division include, Awindiri Enyau road to smas roundabout – Oli – Rhino camp road, and Arua hill Mvara road to Ociba Ombaci road.
