Apart from special grants received by persons with disability from central government, leaders of persons with disabilities in Moyo district have expressed concerns over irregularities in implementation of Parish Development Model (PDM) in the district, stating that some of the persons with disabilities have failed to get their 10 percent share of the program’s fund.
Adrari Constantine Ulego, a member of board of directors Moyo disableD persons union said, what the persons with disabilities receive from local government is what comes from central government especially the 30 million annual special grant fund, which according to him cannot sustain the members.
Vukoni Robert the chairperson of Moyo disabled union expressed challenges particularly on getting the data of persons with disabilities who are benefit from the government programs.
According to the program’s guidelines, 30% of the parish revolving fund goes to women, 30% to youth, 10% to PWDs, another 10% to the elderly, while the remaining 20% is reserved for men and others that do not fall under the special interest groups.
Parish Development Model is a government strategy or approach for organizing and delivering public and private interventions for wealth creation and employment generation at the parish level as the lowest economic planning unit.
