The Arua City Council has approved several key planning documents to guide development, alongside the 2026/2027 financial year budget.
These include the Five-Year Development Plan, Institutional Strengthening Plan, Revenue Enhancement Plan, Strategic Plan for Statistics, and the Tax Rates/Charges and Appeals Procedure.
These initiatives aim to improve service delivery and promote economic transformation by addressing challenges such as data access, limited statistics, inadequate funding and staffing, poor coordination, and ICT related issues in Arua city.
Hon. Moses Adriko, the Arua City Secretary for Finance, Planning, and Administration, presented these plans to the council, emphasizing their focus on overcoming existing Arua city’s challenges.
“The main purpose of the plan is to achieve better planning and budgeting, improve service delivery and to have accountability and transparency with the goal of building modern, reliable and accessible statistical system with Arua city” he said.
During the council session at Arua City Hall, Hon. Simon Enatu, the Arua city Male Youth Councilor, urged the council to harmonize issues of double taxation and over taxation of business operators.
“Can we kindly harmonize some of these charges such that it favors the people we represent because if we go and convince somebody to pay and looking into the kind of business the person is having compared to the charges put on the person it is really alarming which we must look into such issues” he said.
Under the new tax procedures, commercial cyclists, including boda-boda and tri-cycle riders, will pay specific taxes: boda-boda riders will contribute UGX 1,000 per week, and tri-cycle riders will pay UGX 2,000 daily.
Hon. Adia James Yoti, City Councilor of Ayivu Central, supported the plans and called for adequate public awareness to ensure the success of the new systems.
“Most of the commercial riders are unaware of this charges we have come up with so we need to do what shall make us achieve this target and it includes thoroughly sensitizing the people and to make them informed so that they will easily respond on these new charges” he emphasised.
These approved plans aim to transform Arua into a more developed and accessible city through infrastructural, industrial, and digital growth, ultimately enhancing service delivery and economic development in the region.
