Arua City Council has approved a budget of UGX 58.38 billion for the 2026/2027 financial year, marking a significant step toward improving service delivery and socio-economic development in the city.
The budget was approved during a council session at City Council Hall, with particular emphasis on education, health, and infrastructure.
Of the total, UGX 50.37 billion (82.3%) will be funded through central government transfers. Additionally, UGX 8.01 billion (13.7%) is expected to be generated locally, reflecting ongoing efforts to boost domestic revenue.
Hon Moses Adriko, the city secretary for finance and administration, commended the councilors for scrutinizing the budget within the required timeframe imposed by the Ministry of Finance.
“I want to thank you all of you for the budget scrutiny within the shortest period of time, our total IPF stands at UGX 58,381,243,883 the total sum up of our budget is 100%” he said.
Education received the highest allocation, with UGX 26.54 billion (45.5%), underscoring the city’s commitment to improving educational infrastructure, access, and quality.
Other major allocations included UGX 8.06 billion (13.8%) for administration, UGX 6.82 billion (11.7%) for health, and UGX 6.54 billion (11.2%) for works and technical services.
Various sectors such as statutory bodies, production, finance, natural resources, trade and industry, physical planning, and audit also received funding to support overall city operations and development.
To strengthen service delivery at the grassroots level, the council allocated UGX 3.5 billion to Central Division and UGX 1.56 billion to Ayivu Division to enhance accessibility and efficiency at the local level.
Hon Yako Teddy Gloria, praised technical staff and councilors for completing the budget preparations on time. They assured residents that the approved budget and development framework would result in effective service delivery and continue the city’s progress.
“We have already approved our budget for the financial year 2026/2027, I want to assure our people that the services will reach to our people and I also want to thank all the honorable councilors and the technical team for preparing the budget timely, we have done our part it is now remaining onward submission to the ministry” she said.
In addition to the budget, the council approved key planning documents to guide development.
These include the City Five-Year Development Plan, Institutional Strengthening Plan, Revenue Enhancement Plan, Strategic Plan for Statistics, and the Tax Rates/Charges and Appeals Procedure. These plans aim to foster sustainable growth, improve service delivery, and increase resource mobilization in the coming years.
