Arua City Council has unanimously approved the reappointment of its City Service Commission for another four-year term, brushing aside earlier objections from sections of the community who had questioned the integrity of some commissioners over alleged corruption.
The decision was reached during an extraordinary council sitting held on Monday, where councilors overwhelmingly backed the commission whose first tenure expired on February 28, 2026. The members had completed a four-year mandate.
‶The four people presented by mayor, I really appreciate them and I am going to approve them in block not leaving one of them” one councilor said.
‶I am not going to dwell much in discussing about these people one by one. On behalf of young people in Arua City, I want to state that, the service commission services be renewed,″ another councilor stated.
Presenting the motion before council, Arua City Mayor, Wadri Sam Nyakua, defended the commission’s record, arguing that it had executed its duties diligently and within the confines of the law. He told councilors that performance — not speculation — should guide the decision on renewal.
‶If the public service commission had not delayed to appoint the city service commission, we would have approved these people long time ago. Some people are saying we are in hurry, we are doing it in bad faith, those are empty talks and I know they are people who are so provoked, they are so angry with Wadri Sam Nyakua and I want to tell them that, this is not my personal matter” he argued.

- Ayuma Munib – Member
- Drani S.K Johnson – Member
Meanwhile, Tiperu Grace will continue serving on the commission, as her term remains valid. She joined mid-cycle to replace a deceased commissioner and is yet to complete her initial four-year tenure.
The City Service Commission plays a critical role in the recruitment, confirmation, discipline and oversight of public servants at the city level. As such, its composition often attracts scrutiny from both political actors and civil society, given its direct influence on public sector employment and administrative integrity.
Some members of the public had previously petitioned against the renewal of the commission, citing unproven allegations of corruption and lack of transparency in recruitment processes. However, during the council deliberations, no formal report or investigative findings were tabled to substantiate the claims.
Legally, the council’s decision aligns with Section 59(8) of the Local Governments Act and Article 198(4) of the Constitution, which provide that members of a District or City Service Commission serve a four-year term and are eligible for reappointment for one additional term based on performance.
The unanimous approval signals strong political backing within council, but it also places the commission under heightened public scrutiny.
With this renewal, four out of the five commissioners will now serve a second and final term of four years — extending their leadership to a potential total of eight years in office — a development that underscores both continuity and accountability expectations in Arua City’s public administration.
