Arua Diocese has passed a budget with a resource envelope of Shs 9 billion for the 2026/2027 financial year above UgSh8.1 billion for the ending financial year with a total revenue projection of 9.2 billion.
This was presented during the budget speech by the diocesan financial administrator Phiona Adania on the June 11, 2026 at Christus Center Arua.
“The resource envelop for the financial year 2026/2027 amounts to Ug Shs. 9,088,646,369. From the nine billion we expect to receive from our local sources Shs. 7,903,646,369, and we expect a lesser part of this budget to be financed by the donor funds and then from the external source, we plan to raise 910,795,000/=.”

Adania revealed the priority areas of spending as sustainability of debts, payment of school fees for the seminarians of the Diocese and the construction project for the priest’s house set to begin on June 27, 2026 with the groundbreaking ceremony.
“The financial year 2026/2027 has been designed to target some key priorities and these priorities are; ensuring the sustainability of diocesan debts, we have debts both internal and external so we intend to pay our debts on time. Timely remittance of cost sharing fees for our seminarians to the different major seminaries, and we intend to do our ground breaking for the construction of the elderly and sick priests which happens to be due in a few days now,” Adania explained.
The Bishop of the Diocese, Rt. Rev. Sabino Ocan Odoki, commended the Diocese for the progressive journey upon achieving the milestones encouraging continued stewardship and the spirit of responsibility exhibited across the Diocese.
“We started the journey with the theme, “improving our revenues,” we had no money, we had debts but today the debts we talk of are calculated debts. In those days you couldn’t find who caused the debts but today debts which we have are debts which are calculated, from loans which we have planned how to pay and so on. So we started with the theme, improving our revenues or resource and indeed it worked out very well but this was not just a song to improve our revenue, we needed good governance so we worked with all departments to ensure that we had good board, competent board even in parishes,” Bishop noted.
“Now today I’m happy to see the new theme which has come, it’s like we have moved to the second gear, the second gear is “Responsible stewardship,” in whatever position you are, be very responsible. We who are in the carrier must be the best example because you will not be of help if you are not doing well and you ask others to do well,” the Bishop added.

The budget for the 2026/2027 FY was presented under the theme “Responsible Stewardship” reflecting the careful, ethical, and accountable management of resources entrusted to your care.
It means prioritizing long-term sustainability, making thoughtful decisions that benefit a broader community, and ensuring that assets—whether environmental, financial, or organizational—are preserved and improved for future generations.
