The High Court in Arua has dismissed a case challenging the renewal of the term of office for members of the Arua City Service Commission in an electronic ruling.
The case was filed by Adrati Bill against Arua City Council, the City Mayor Wadri Sam Nyakua, and the Speaker Yako Teddy Gloria.
In his application, Miscellaneous Cause No. 0002 of 2026, Adrati Bill argued that the process of calling an Extraordinary City Council meeting to consider the renewal of the City Service Commission was unlawful, irrational, and affected by political interference and bad faith. He asked court to quash the renewal process and stop the respondents from proceeding.
However, delivering the ruling, High Court Judge Harriet Grace Magala found that the application lacked merit and dismissed it, with each party ordered to meet their own costs.
The court ruled that the Applicant failed to demonstrate sufficient interest in the matter and did not prove that his rights or those of the public had been violated. The judge also noted that the Applicant was not a participant in the renewal process of the City Service Commission.
The court further found that the renewal process did not violate the Local Government Act, explaining that the law allows appointment of a District Service Commission within three months after the expiry of the previous commission’s term. The members’ term expired on 28th February 2026, and the renewal was approved on 2nd March 2026.
The judge also ruled that there was no evidence of illegality, irrationality, or procedural offensiveness in the decision-making process, saying council members were given an opportunity to debate before the resolution was passed.
Arua city council speaker Yako Teddy Gloria welcomed the ruling saying the council did not in any way violate the laws.
“The court has delivered ruling in my favor, the city council and the even the outgone Mayor, the court has not errored. I didn’t see where I really errored legally because the speaker is supposed to be the custodian of the law, these laws were not violated so I kept wondering afterwards that the speaker would be pinned as a person”. Yako explained
However, efforts to reach Adrati Bill, the petitioner proved futile as his known telephone number was unreachable by the time of filing this report.
The ruling was delivered on June 25, 2026.
