Former Obongi County Member of Parliament, Hon Hassan Kaps Fungaroo, has announced his bid to reclaim the Obongi county parliamentary seat in the 2026 elections under the theme “Closing the Gaps.”
Fungaroo, who served as MP for 15 years from 2006 until the last election (2021), is rallying residents to address critical issues affecting Obongi and West Nile region.
During his tenure, he championed the creation of Obongi district, establishment of Obongi town council and facilitated the deployment of a ferry on River Nile to connect Obongi and Adjumani districts.
Speaking to Journalists in Arua city, Fungaroo unveiled his campaign manifesto focusing on closing the gaps.
He also launched initiatives aimed at empowering local leaders, reviving Obongi Day, and promoting socio-economic development.
According Fungaroo his campaign is driven by sentiments from residents concerned about the breakdown of services, soaring corruption, and land grabbing by powerful individuals.
“The theme for my manifesto is closing the gaps because I have selected some gaps especially in leadership, development and service delivery strategies, resource mobilization capabilities and the fractured will of the people of Obongi. This is where my major focus will be on” he said.
He emphasizes the importance of restoring unity among Obongi’s people and reviving Obongi day and the district’s glory as a tourist destination.
Fungaroo, cited a notable concern over the district’s shrinking budget, which has dropped from Shs. 42 billion in 2019/2020 to Shs. 16 billion in the present financial year, reflecting governance and financial management challenges pledging to support other councilors and other leaders in the district.
“It is not the matter of saying you need somebody from NRM to be the MP of Obongi. If like that, why are things very bad right now as they are in Obongi although all the current set of leaders are all NRM, the person who was brought by gun and imposed on the people of Obongi has not fitted. I am coming to fill that gap and he is not the right leader for the situation of Obongi”
“I will support all the leaders right from lower local government council because I am a trainer I even contact trainings at parliament for members of parliament” he added.
Fungaroo advocates for prioritizing the socio-economic and political development of West Nile, citing its status as the second poorest region after Karamoja.
He urges leaders to demand their fair share of national resources and focus on regional upliftment.
According to Fungaroo, his overarching goal is to mobilize the community to reclaim their district’s development trajectory, address poverty and inequality, and strengthen local governance, by ensuring sustainable progress.
