The first phase of Ayivu Division office block project, initiated in December 2025, is currently 65% completion.
The total estimated cost of the project is approximately 3.89 billion shillings, with the first phase being implemented by Ashanty Business Services (U) Limited at a cost of about 593 million shillings.
Funding for the project comes from the Ayivu division through the Discretionary Development Equalization Grant (DDEG).
The construction began with site condoning, earthworks, site clearance, and foundation digging. The project was conceived by division leaders in the 2022/2023 financial year to consolidate office space for staff and improve operational efficiency, especially after renovating colonial-era residential buildings used as temporary offices.
The first phase of the construction is expected to be completed within six months, as anticipated by the division engineer, Bernard Abima while giving processing report to Radio Pacis and he appealed for more support from the development partners.
“Since the launch in December last year, the work has been processing on well and the work is coming up very and very promising, we decided to phase the project because of the limited funding source but we believe that phase by phase we shall achieve our dream, so we are currently implementing phase one of the project which is foundation and slab and that’s where we shall stop with the available resources as lobby for more funding to kick start the second phase, we are also appealing for more funding from the development partners” he said.
Upon completion, the new office complex aims to address challenges the division faced due to limited office and council meeting space.
Currently, the division has been struggling with conducting council meetings because of the small size of the existing council hall.

The groundbreaking ceremony was officiated on December 17, 2025, by the Resident City Commissioner of Arua City, Rt. Maj. Betty Akello Otekat.
The design of the office block was created by Newton Technical Services Limited at a cost of 100 million shillings.
The complex is situated on a 19.5-acre piece of land at Okaliba Cell, Adalafu Ward, within Ayivu Division.
The project’s completion is expected to significantly enhance administrative efficiency and facilitate better service delivery amidst the division’s rapid growth and expanded administrative scope.
