The National Resistance Movement has called all its MPs and allied independents to State House, Entebbe on Sunday to endorse its candidates for Speaker and Deputy Speaker ahead of Monday’s election.
The 12th Parliament will sit for the first time on May 25 to elect its presiding officers. Chief Justice Dr. Flavian Zeija will preside over the Speaker’s election, after which the new Speaker will oversee the vote for Deputy Speaker.
Ahead of that, the NRM parliamentary caucus will meet on May 24 at 2:00pm at State House Entebbe. Secretary General Richard Todwong issued the notice to all legislators.
“Notice is hereby given for the 1st meeting of the National Resistance Movement Parliamentary Caucus, which has been scheduled to take place on Sunday, 24th May, 2026 at State House, Entebbe, and starting at 2:00 pm prompt,” Todwong wrote.
The Patriotic League of Uganda, a political pressure group affiliated with NRM and led by Chief of Defence Forces Gen. Muhoozi Kainerugaba, has already backed Jacob Oboth-Oboth for Speaker and Thomas Tayebwa for Deputy Speaker.
Oboth-Oboth, former Minister of Defence and Veterans Affairs and an intellectual property expert, represents West Budama County South. Tayebwa, the outgoing Deputy Speaker of the 11th Parliament, represents Ruhinda North in Mitooma District.
Meeting follows Among-Museveni fallout
The State House gathering comes amid heightened tension after a fallout between former Speaker Anita Among and President Museveni. Following corruption allegations, the President ordered a joint investigation supervised by Gen. Muhoozi, the PLU leader.
Among has since withdrawn from the Speaker race and kept a low profile as investigations continue. Authorities have searched her residences in Kampala and nearby suburbs, seizing property linked to inquiries into alleged corruption and illicit enrichment.
Previously, Among had said she would seek a second and final term before handing over to Tayebwa, her former deputy. Tayebwa now has the backing of Museveni’s son to retain the position.
COVID testing and independent MPs invited
Todwong directed all MPs to undergo mandatory COVID-19 screening before accessing State House. Testing will run at the Parliamentary Conference Hall from 9:00 a.m. to 5:00 p.m. on May 22 and 23.
“All members are required to undertake a mandatory Covid-19 testing at the Parliamentary Conference Hall, Parliamentary Buildings from Friday, 22nd to Saturday, 23rd May, 2026,” he wrote.
President Museveni introduced the requirement in 2020 and has maintained it for all visitors.
The party also invited independent MPs who wish to align with NRM. The 12th Parliament has 529 MPs, with 372 from NRM and 68 independents. Most independents are former NRM members who lost in party primaries.
“By copy of this notice, all independent Members of Parliament who have expressed interest in cooperating with the National Resistance Movement are invited to attend. I take this opportunity to formally congratulate each of you upon your swearing in as members of 12th Parliament of Uganda and the members of the NRM Parliamentary Caucus,” Todwong said.
